Taking over the position of Technical Director of the Hydrographic Institute - 2019
On September 12, 2019, at a ceremony presided by the Director-General of the Hydrographic Institute, Rear Admiral Carlos Ventura Soares, took over the position of Technical Director of the Hydrographic Institute, the captain-in-fragnate Bessa Pacheco, surrendering the captain-in-fragnate Mosque Onofre.
Commander Bessa Pacheco joined the Naval School in 1987 and graduated from Naval Military Sciences in 1992.
He specialized in Hydrography, is Master of Engineering in Surveying Engineering at the University of New Brunswick (Canada), Master of Geographic Information Systems at the Higher Technical Institute, Master of Maritime History at the University of Lisbon, Hydrograph Engineer at the Hydrographic Institute, and held the General Naval War Course at the Naval Naval Institute of War.
He was embarked on the frigate Álvares Cabral, which joined the NATO Permanent Naval Force in 1992, and commanded the Açor inspection boat. He carried out several technical-scientific missions on board ships and waterboats. From 2009 to 2011 he commanded the scientific research ship Admiral Gago Coutinho.
On the ground, he served at the Hydrographic Institute where he served as deputy to the Head of the Oceanography Division, deputy to the Head of the Technical and Scientific Data Centre, and subsequently headed this Centre for a period of about 5 years. For five years, he was a member of the Committee on Maritime Public Domain and Professor at the Naval School of various disciplines in the field of Geographic Information Systems. From 2011 to 2015 he served in the Armada Staff Planning Division. From 2015 to 2018 he served in the Directorate of Information of the European Union Staff in the Kingdom of Belgium. From 2018 to 2019 he served as Head of the Naval Command Information Division and as Director of the Navy Operational Data Management and Analysis Center.
He is a member of the Order of Engineers, the Geography Society of Lisbon and the Academy of Navy.
He was promoted to the rank of Captain of Fragnate in 2009. He is currently the Technical Director of the Hydrographic Institute.
